Application Summar'V This is an application for a change of water right, storage right, and plan for augmentation in San Miguel County southwest of Telluride. Applicant seeks a change of use of portions of the water rights associated with the Tabor Ditch, Tabor Ditch Enlargement, and Ptarmigan Ditch, all of which are decreed for irrigation. Applicant proposes to store the changed water rights in Cannon Ponds 1 & 2 and Cannon Augmentation Pond for in-igation, fish habitat and reat-ing, livestock, aesthetic, recreation, wildlife, fire protection, domestic lawn and garden water, and augmentation uses. Applicant seeks storage rights for Cannon Ponds 1 (4 AF) and 2 (4 AF) and Catmon Augmentation Pond (8 AF) with a May 2006 appropriation date. The requested rate of filling is 2 cfs. Applicant also seeks approval of a plan for augmentation to replace out-of-priority depletions associated with pond evaporation and domestic lawn and garden watering. The Applicant's proposed plan for augmentation may injure the Board's instream flow water rights on Big Bear Creek and the San Miguel River by not replacing out-of-priority depletions in time, place and amount. Other Obiectors Ptatmigan Ranch Owners' Association, Jack Forker Chrysler and Stan Abrams also filed statements of opposition to this application.
