PUBLIC INVOLVEMENT <br /> <br />Reclamation pr~pared and mailed a Scoping Docum~nt on April 22. 1993 to interested individuals. <br />organizations and ag~ncies that IIUIY be inlerested in or affectcld by th~ proposed actions. The purpose of the Scoping <br />Document was to: (1) notify the public that Reclamation was preparing an EA for the proposed actions; (2) solicit <br />public comment on significant environmental issues that should be addressed in the EA; (3) identify potential <br />alternative courses of actioD that the public bdieved Reclamation should consider. Brief summaries of the comments <br />in response to the Scoping Document follow: <br /> <br />Bureau of Land Management <br /> <br />Reciarnation's proposed action is over 19.000 acre-feet less than the BLM's identified Deeds for salmonid fishery <br />downstream from Bradfield Bridge; Questions how acquisition of 7,000 acre-feet would affect white water boating; <br />Tne EA needs to adequateiy address dov.nstream recreation resources in addition to fish and wildlife resources. <br /> <br />City of Conez <br /> <br />Favors exploration of alternatives for aClJuisition of Hddilional water. <br /> <br />Colorado Division of Wildlife <br /> <br />Believed 36.500 acre-feet is the minimum annual r~s~rved pool; Believes other provisions should be marie such as: <br />(!) change in water year for accounting fish and wildlife water to April 1 to March 30 (presently November 1 to <br />October 31); (2) no charges to -fish and wildlife pool during spills; (3) _reml fish and wildlife pooi at conclusion of <br />spills and; (4) spill rnaIUlgemeIU to prolong spill; Fish and wildlife water reieases should not be subjugated to <br />operation of powerplan:; Str.1cmral habitat modification are not a viable alternative to acquiring additional water. <br /> <br />Dur.m~ers <br /> <br />SupportS change to managed pool; Minimum of 36.500 acre-feet should be in pool; Fishery and business have been <br />adversely affected since 1990; Tne oniy real habitat improvement lO maintain a quality fishery is more water. <br /> <br />Fossum, Hatter & Green <br /> <br />Supports Reclamation's proposal to acquire additional water: Indian and non-Indian project water users should Dot <br />solely beaf the burden providing additional stfeam fiow. <br /> <br />Maynes.
