The flow
recommendations will be set for the Whitewater gage on the lower portion of the river. It should
be noted that only 50 percent of the basin above this gage is regulated by the Unit. Therefore,
downstream tributary flows from the remainder of the basin are important in meeting
recommendations.

Reclamation, in cooperation with the National Park Service and the Fish and Wildlife Service, is
developing a RiverWare hydrology model that will be used to analyze the effects of the flow
recommendations on the Aspinall Unit and its authorized purposes. It is planned that
Reclamation will work with the Colorado Water Conservation Board to analyze water right
issues.

The overall goal of the RIP is to recover the endangered fish species while allowing water uses
and development to continue. The program serves as the reasonable and prudent alternative for
water development projects through a proactive and coordinated approach that stresses recovery
throughout the basin rather than developing separate reasonable and prudent alternatives for
individual water projects.

6
