<br />001157 <br /> <br />Documentation of Recreational Experience Sought <br /> <br />See photos in Exhibit C showing different recreational uses at differing water levels and Table 1 <br />summarizing different types of commercial use during 2003, a low water year. Recreational uses <br />include kayaking for beginners through-experts, rafting, tubing, canoeing, swimming, and <br />wading. Advertisements for professional whitewater competitions held in Steamboat during <br />recent years are included in Exhibit B, excerpts from Paddler magazine, which is headquartered <br />in Steamboat Springs. <br /> <br />Documentation of Use Periods <br /> <br />See attached commercial river use summary for 2003 (Table 1) showing number of boat rentals <br />or tubers by month from April through September. As previously mentioned, 2003 was a <br />relatively low water year. <br /> <br />Flow Amounts Claimed <br /> <br />Over the last several years Open Space and Trails staff and the Trails and River Committee have <br />worked closely with representatives of different river user groups and the commercial outfitters <br />in the City to establish flow levels for different types of river recreation. As part of the <br />development of the 2003 Yampa River Management Plan (YRMP), knowledgeable <br />representatives of river user groups, commercial outfitters and iocal boating guides were asked to <br />recommend flows needed to provide a quality recreational experience for every common type of <br />river use. The amounts claimed in the City's RICD application are the consensus opinion of <br />these groups and other regarding the absolute minimum flows required to achieve the reasonable <br />recreation experience for which the Boating Park was constructed. <br /> <br />Necessary Permits <br /> <br />Construction of the D Hole and Charlie's Hole was authorized under the City of Steamboat <br />Springs U.S. Army Corps of Engineers (USACOE) 404 permit No. 200175121, as amended by <br />letter dated April 8,2003. Copies of the permit and letter amendment are attached as Exhibit D. <br /> <br />-4- <br />
