Box 17 <br />Black Hawk, CO 80422 <br /> <br />Community: City of Black Hawk, CO <br />Community No.: 080076 <br />Panel Affected: 0001 B <br />En:ectivepate of MAR 0 6 2002 <br />This RevIsIOn: <br /> <br />102-D <br /> <br />Dear Mayor Eccker: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in <br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated <br />January 10,2002, Ms. Brook Svoboda, Development Coordinator, City of Black Hawk, requested that <br />FEMA revise the FIRM and FIS report to show the effects of drainage improvements along Fourmile <br />Gulch from State Highway 119 (SHl19) to approximately 1,035 feet upstream, associated with the <br />Hyatt/Black Hawk Resort and Casino development. The Special Flood Hazard Area (SFHA), the area <br />that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any <br />given year (base flood), along Fourmile Gulch is designated Zone A, an SFHA with no Base Flood <br />Elevations determined. This request follows up on a Conditional Letter of Map Revision issued on <br />May 30,2001. <br /> <br />An existing 10-foot by 10-foot reinforced-concrete box culvert (RCB) under the SHl19 crossing of <br />. Fourmile Gulch connects with an existing 72-inch-diameter reinforced-concrete pipe culvert (RCP) that <br />discharges into North Clear Creek. An existing 66-inch-diameter RCP lies under the Richman Casino <br />parking lot from just upstream to approximately 150 feet upstream of SHl19 and connects with the <br />10- foot by 10- foot RCB. Other drainage improvements associated with this request included extension <br />of the existing 66-inch-diameter RCP from approximately 150 feet upstream to approximately 1,035 feet <br />upstream of SH119. This request also included a new hydrologic analysis for Fourmile Gulch and a <br />hydraulic analysis that incorporated more detailed topographic information for Fourmile Gulch from <br />approximately 1,035 feet upstream to approximately 1,140 feet upstream of SHl19. <br /> <br />All data required to complete our review of this request were submitted with letters from Ms. Svoboda. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM <br />and in the effective FIS report. We have revised the FIRM and FIS report to modify the floodplain <br />boundary delineations of the base flood along Fourmile Gulch. As a result of the modifications, <br />the SFHA for Fourmile Gulch will be contained in the storm sewer system composed of the <br />72-inch-diameter RCP, the 10-foot by 10-foot RCB, and the existing and extended 66-inch-diameter <br />RCPs along Fourmile Gulch from its confluence with North Clear Creek to approximately 1,135 feet <br />upstream. The modifications are shown on the enclosed annotated copy of FIRM Panel 0001 Band <br />
