<br />000831 <br /> <br />If the leaders on the River are able to identify viable options to stretch existing supplies - <br />as I believe is likely - we will likely defer the immediate need to begin the process of adopting <br />shortage guidelines and imposing cuts pursuant to the priority system established for the Lower <br />Basin. <br /> <br />In fact, I will be flying back here to Las Vegas on Sunday evening so that I can attend a <br />meeting next Monday of the seven Colorado River Basin States to discuss these very issues. <br /> <br />I am comfortable that the hard work of the States and other stakeholders on these issues, <br />when combined with the ongoing efforts to address environmental issues on the River such as <br />the Upper Colorado River Basin and San Juan Endangered Fish Recovery Programs, the Glen <br />Canyon Adaptive Management Program, and the emerging Multi-Species Conservation Program <br />in the lower basin, will provide a wide range of tools that we can use to deal with the realities of <br />the drought. <br /> <br />Prepared Remarks - Keynote Address <br />Law of the Colorado River <br /> <br />Page 8 of 8 <br />
