In light of the concerns described in Part A below, the IlD has developed a short- <br />term fallowing transfer program described in Part B below, which could be convertible into a <br />long-term conservation and transfer program on conditions described in Part C below. <br /> <br />The lID Board remains committed to help California's junior right holders solve the <br />long-o).ltstanding problem regarding over use of Colorado River water. The no Board proposes <br />to assist California's need for conservation and transfe.r'of"Colorado River water in the followiIig <br />two stages. First, lID would enter into a short term land fallowing and transfer program for 5 <br />years. Second, provided that environmental and other requirements specified in Part C below are <br />subsequently satisfied, no could enter into a long-term conservation and transfer agreement <br />based on efficiency conservation. <br /> <br />lID also st:Ipports MWD'g cmrent proposals to b~lp secure needed water supplies for <br />Southern California from the Colorado River: <br /> <br />a. IID supports revising the Interim Surplus Criteria to base tbe availability of su.rplus <br />Colorado River water on "performance standards" related to the broad spectrum of <br />MWD activities to reduce its reliance on Colorado River water; <br /> <br />b. liD will approve MWD's proposed acquisition of conserved water from PVID, <br />provided that the transfer is implemented in a manner that does not injure lID; <br /> <br />c. IID continues to support the lining of the AAC~ subject to the construction of the <br />affiliated regulating reseIVoUs and the preservation ofUD call rights under certain <br />hydrologic conditions. <br /> <br />A. Why the QSA was Unacceptable <br /> <br />1. The ITD Board's failure to approve the proposed QSA and related transfers on <br />December 9 resulted from the unacceptable risk of making a long-term 75 year <br />conunitment in the face of substantial risks posed by unresolved environmental issues <br />and other concerns as set forth below. <br /> <br />2. The following enviromnental issues were not resolved: <br /> <br />a. Necessary pennits from state and federal resource agencies for the term of the <br />proposed transfers have not been obtained; <br /> <br />b.
