Raising Hoover Dam 10 feet would add
an additional 1.6 million acre-feet of storage capacity. In 1989-1990,
Reclamation made a water supply analysis of raising Hoover Dam ten feet. The
analysis was made assuming that it would provide for increased diversions or
yield. An analysis should be made to determine how the additional storage could
be used for drought and shortage management and reservoir storage recovery. The
analysis should incorporate interstate water poollbanking and water use
forbearances concepts, and define drought management strategies and reservoir
operating criteria used in or developed from the analysis.

AUTHORITY: (identify existing or new)
COST:
FUNDING SOURCE:
ENVIRONMENTAL DOCUMENT: (categorical exclusionlEIS/other)
ENVIRONMENTAL OR ESA ISSUES:
NEED FOR RULES AND REGULATIONS:

· Consider changing the point of Gila River inflow to the Colorado River.
Previous analyses have been made of constructing a channel to convey Gila River
flows to the Colorado River above Imperial Dam. Currently, Gila River inflows
are below Imperial Dam, the last diversion point within the United States. This, in
conjunction with re-operation of Painted Rock Dam, could provide for greater use
and conservation of Gila River flows, reduce sediment and high groundwater
problems in the Yuma area, and potentially improve water quality and flood
control. Reclamation should review the prior work and cost estimates to
determine the potential feasibility and benefits for such change with consideration
also given to the re-operation of Painted Rock Dam.

-12-
