0019u7

i

Expert testimony before the Federal Power Commission re-

flects that coal gasification is of great importance to meeting

the energy requiremenffiof the United States. It has been

testified that residential gas consumers in southern California

face curtailment of service as early as 1980 under average

temperature conditions and that coal gasification is ~he only
supply which can be rec, eived in time to avoid this catastrophic

result. *

We are concerned that the Secretary' of the Interior has

had his determination on the availability of water for the

proposed EI Paso Natural Gas Company contract under considera-

tionfor such a long period. We are aware that while the

Secretary's 1967 determination of water supply available for

contract from Navajo Reservoir found 100,000 acre-feet annually

available for depletion through the year 2005 on the basis of

total projected Upper Basiri's depletions of about 5.6 maf

by the year 2005, the Department of the Interior's July 1974

"Report on Water for Energy in the Upper Colorado River Basin"

projects Upper Basin depletions totaling 5.8 rnaf annually by

about 1990. Nonetheless, the Secretary could still avoid

interpretation of those provisions of the 1922 Compact dealing

with the distribution of the Mexican Treaty obligation if

he found that course prudent.

-18-

*March 31, 1975 telegram to FPC re Docket No. CP 73-211.
April 21, 1975 FPC Opinion No. 728.
