This discharges our responsibility under item l.d. <br />of the contract. <br /> <br />Attached is a written description of the COWRISM model, as called for <br />in item I.e. of the contract. We have been awaiting a computer users <br />manual for the program which we requested Colorado State University to <br />prepare on October 9, 1980. We do not believe that we should delay the <br />submission of our report any longer in order that the manual be included <br />with it.
