<br />001424 <br /> <br />Proposed Regulations <br /> <br />Department of Interior <br /> <br />CFR Part 414 <br /> <br />Offstream Storage of Colorado River Water and Interstate Redemotion of Stor32e <br />Credits in the Lower Division States; Proposed Rule <br /> <br />DEPARTMENT OF THE INTERIOR <br /> <br />Bureau of Reclamation <br /> <br />AGENCY: Bureau of Reclamation, Interior. <br /> <br />ACTION: Notice of proposed rulemaking. <br /> <br />SUMMARY: Under this proposed rule Colorado River water may be stored offstream in the <br />Lower Basin to permit future interstate use of Colorado River water in the Lower Division <br />States (Arizona, California, or Nevada). This proposed rule would establish the procedural <br />framework under which authorized entities (for example, a State-authorized water bank) in any <br />Lower Division State could store offstream Colorado River water to develop storage credits <br />associated with that water, and redeem those water stora~e credits within the Lower Division. <br />This rule would increase the efficiency, flexibility, and certainty in Colorado River management. <br /> <br />DATES: Comments: <br />Any comments must be received by Reclamation at the address below on or before March <br />2, 1998. <br /> <br />Request for Public Hearings <br /> <br />Upon request, Reclamation will hold public hearings on the proposed rule in Las Vegas, <br />Nevada, Phoenix, Arizona and Ontario, California.
