Public Comment Procedures <br /> <br />Written Comments <br /> <br />Written comments on the proposed rule should be specific, should be confined to issues <br />pertinent to the proposed rule, and should explain the reason for any recommended change. <br />Where possible, comments should reference the specific section or paragraph of the proposed <br />rule that the commenter is addressing. Reclamation will not necessarily consider or include in the <br />Administrative Record for the final rule comments which Reclamation receives after the close of <br />the comment period (see DATES) or comments delivered to an address other than those listed <br />above (see ADDRESSES). <br /> <br />Electronic Access and Filing Addresses <br /> <br />If you comment via the Internet at bjohnson@1c.usbr.gov(seeADDRESSES),please <br />submit comments as an ASCII file avoiding the use of special characters and any form of <br />encryption. Please also include "attn: AC1006-AA40" and your name and return address in your <br />Internet message. If you do not receive a confIrmation from the system that we have received <br />your Internet message, contact us directly at (702) 293-8411. <br /> <br />Public Hearings <br /> <br />Individuals who wish to attend but not testify at any hearing should contact the person <br />identified under FOR FURTHER INFORMATION CONTACT beforehand to verify that <br />Reclamation will hold the hearing. Reclamation will hold public hearings on the proposed rule as <br />specified above if a member of the public requests a public hearing. Any person who desires to <br />participate at a hearing at a particular location should inform Mr. Dale E. Ensminger under FOR <br />FURTHER INFORMATION CONTACT either orally or in writing of the desired hearing <br />location by 4:00 p.m. Pacific time January 30, 1998. If no one has contacted Mr. Dale E. <br />Ensminger to express an interest in participating in a hearing at a given location by that date, <br />Reclamation will not hold that hearing.
