<br />001352 <br /> <br />recharge when mainstem water is exchanged for groundwater that would otherwise be <br />pumped and consumed. I am concerned that these terms make it appear like tributary <br />inflows are not part of the waters addressed by the Colorado River Compact. I suggest <br />that the "Background" section of the proposed rule clearly define the "Colorado River <br />System" and "Colorado River Basin" as used in the Colorado River Compact and then <br />proceed to break down and identify the limitations of the proposed rule. <br /> <br />CONCLUSION <br /> <br />Staff will continue to review the proposed rule and pmvide appropriate comments <br />by the March 2, 1998 deadline.
