This letter would not <br />contain any more detailed comments on the substance of the Federal Register notices or the <br />environmental assessment. <br /> <br />(3) The Commission could submit a letter commenting in detail on the notices and <br />environmental assessment. Wayne and I believe such letters might be important from Utah <br />and New Mexico, who are also Lower Basin States, but may not be 8S necessary from <br />Colorado, Wyoming or the Commission. . .. <br /> <br />\~ <br />~:Y <br /> <br />Wayne and I recommend that the Commission proceed as outlined in paragraph (2) <br />above, asking Reclamation to correct the legal problem in the notice and characterizing the <br />proposed rule as a positive step toward solving the Lower Division States' water supply <br />problems.
