.

.

.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. The Specie Creek instream flow is predicated
upon the runoff available in that drainage basin only downstream of the Hughes Ditch and does
not include water upstream of the Hughes Ditch to meet the instream flow. The CWCB
recognizes the historic Hughes Ditch practice of diverting all runoff upstream of the Ditch. There
are no decreed surface diversions within this reach of stream. Based on this analysis staff has
determined that water is available for appropriation on Specie Creek, between the unnamed
tributary and the San Miguel River, to preserve the natural environment to a reasonable degree
without limiting or foreclosing the exercise of valid existing water rights.

CWCB Staff's Instream Flow Recommendation
Staff recommends the Board form its intent to appropriate on the following stream reach:

Seament: Unnamed tributary to San Miguel River

Upper Terminus: Unnamed tributary at
(Latitude 370 59' 28") (Longitude 108006' 36")
Lower Terminus: San Miguel River at
(Latitude 380 01' 51") (Longitude 1080 06' 33")
Counties: San Miguel
Length: 3.2 miles
USGS Quad(s): Little Cone, Placerville
Flow Recommendation: 1.6 cfs (April 1 st - April 30th)
4.3 cfs (May 1 st - May 31 st)
0.2 cfs (June 1 st - March 31 st)

Specie Creek ISF RPT.doc

- 7 -
