<br />· The Working Group would have state and local representatives (2) on the federal <br />project team for contractor selection and study review. <br /> <br />General Group Discussions <br /> <br />1. Ed Tomlinson was concerned because he had not received any feedback or written response <br />to his comments about the NWS PMP study. These comments were provided in writing to <br />the NWS in July 1999, and responses were expected back in October 1999. Miller advised <br />the Working Group that the NWS was revisiting the assumptions and analysis of the <br />antecedent moisture conditions for the PMP study. <br /> <br />2. A number of members are very concerned that nothing is happening to make progress on <br />the whole PMP issue. There appears to be a lot of talking and a lot of meetings with little <br />advancement toward a resolution. <br /> <br />3. The Corps re-stated that they don't have any study funds available to address the Working <br />Group concerns or the congressional mandates. <br /> <br />4. A number of members are still very concerned that the CorPs won't listen to local <br />comments and questions. <br /> <br />5. A suggestion was made that the Corps and the Working Group need to formalize the <br />"review procedure" so all interested parties can have confidence in the study findings and <br />recommendations. <br /> <br />6. The local interests still recommend that an objective consultant perform an independent, <br />site-specific PMP analysis of the Cherry Creek basin. Legislative language would have to <br />be written so that the federal government must accept the results. of the independent study. <br /> <br />7. The working group does not believe that a joint study effort would be effective if at the end <br />of the study the NWS has the final say on acceptance. <br /> <br />8. The Working Group has a difficult time operating on confidence and trust of the NWS, <br />since the NWS is perceived to be entrenched with their existing study results. Bill Miller <br />stated that he does have confidence in the NWS. <br /> <br />9. Bill stated that we have a chance to bring two studies, together (i.e. NWS study results and <br />a new study produced by a consultant under the direction of the Working Group) to see <br />how different the results are. He suggested that this take place before any new <br />congressional actions were initiated. <br /> <br />3 <br /> <br />. <br />
