Preliminary and partial results <br />of this analysis were sent to the Omaha District on June 9, 1995, <br /> <br />and the completeq analysis (the study) was sent on July 13, 1995, <br /> <br />to Headquarters, USACE with a copy sent to the Omaha District. <br /> <br />Subsequently, the Omaha District requested on two occasions that <br /> <br />the NWS respond to specific critical concerns about the study <br /> <br />that were expressed by certain interested members of the .pub1ic. <br /> <br />Responses to these concerns were sent to the Omaha District in <br /> <br />July 1997 and to the Engineering Division, USACE, Washington, <br /> <br />D.C., in March 1999.. Included in the March 1999 response was a <br /> <br />brief, written review of the Study prepared by an external <br /> <br />consultant hired by the .NWS. <br /> <br />Continuing concerns by certain public citizens about the <br />validity of the Study have prompted the U.s. Congress to <br />
