<br />10. The Working Group felt that if the feds (Le. Corps) wanted to get something accomplished <br />that was out of the ordinary or outside of normal protocol, which it could be done and has <br />been done in the past. Miller did not agree with this approach and stated that reprimands <br />would be given if Corps personnel did not follow proper procedures. Bill said that the <br />highest-ranking Corps civilian in Omaha was Ken Cooper. <br /> <br />Meetin~ Recommendations <br />Miller proposed that the Working Group endorse the Corps' request to the appropriations <br />committee for $100,000. This money would be used to participate :with the Working Group <br />activities and meetings, and to assist in the preparation of an acceptable 'scope of work' for an <br />independent PMP study. <br /> <br />Bob McGregor, on behalf of Greenwood Village, suggested that the Working Group move <br />forward toward implementing a formal, independent PMP study. <br /> <br />Larry Lang proposed three options for the group to consider that would address the question <br />"How do we get there?" <br />Option 1: Receive a "letter of intent" from a high ranking official that the Corps will work <br />with Colorado interests to resolve the issues. <br /> <br />Option 2: Simultaneously prepare two study instruments for a cooperative effort with the goal <br />of obtaining an independent PMP analysis for the Cherry Creek basin. The two study <br />instruments are: 1) A detailed "scope of work" that is acceptable to the Corps and the Working <br />Group, and 2) A formal Memorandum of Understanding that is acceptable and signed by the <br />Corps, Colorado Department of Natural Resources, Greenwood Village, Aurora, Arapahoe <br />County, Douglas County, and the Urban Drainage and Flood Control .;)istrict:' -'.~ <br /> <br />Option 3: The Corps and Working Group would go their separate ~ays at this point in time, <br />and the Working Group would contract with a consultant to produce an independent PMP <br />study without any federal involvement. <br /> <br />Proposed Actions <br />1. CWCB staff will produce meeting minutes for the January 5 meeting. <br /> <br />2. The Working Group recommended that the CWCB and SEO proceed with securing funding <br />and move forward with Option 2 (outlined above). <br /> <br />3. The Working Group and Greenwood Village elected officials sholl;ld consider and endorse <br />the Corps' solicitation for $100,000 in study funds to be requested from the appropriations <br />committee. The money would be used for meetings, coordination, and assistance with <br />preparing documents for Option 2 stated above. <br /> <br />4 <br />
