Tom Plant, D-Nederland, said it makes no sense to set artificial statewide limits on water because each <br />river is different. <br /> <br />"This means absolutely nothing when we talk kayaking. It has nothing to do with the severity of the rapids <br />or the course. It depends on the channel," Plant said. <br /> <br />Rep. Gwyn Green, D-Golden, said the bill was an attempt to usurp the power of water courts. "We have no <br />business in this area," she said. <br /> <br />Hoppe said unless the state sets limits on recreational water use, small communities including Golden and <br />Breckenridge could swallow up precious water supplies for recreational use.
