The Colorado River Compact was <br />signed by the states of Arizona, California, Colorado, Nevada, New Mexico, Utah, and <br />Wyoming in Santa Fe, New Mexico on November 24, 1922. Ratification by California <br />and five other states required for implementation, <br />· December 21,1928 Boulder CanyolI Project Act (45 Stat. 1057). Congress approved <br />the Colorado River Compact in Section 13(a) (45 Stat. 1064). <br />· June 25, 1929 the President proclaimed that the necessary ratification of the <br />Colorado River Compact had taken place (46 Stat. 3000). Not ratified by Arizona. <br /> <br />· March 2,1933 Black Canyon ortbe Gunnison National Monument. Presidential <br />Proclamation stating: Whereas it appears that the public interest would be promoted by <br />including the lands hereinafter descrT bed within a national monument for the <br />preservation of the spectacular gorges and additional features of scenic, scientific, and <br />educational interest; . .. The proclamation also states that unauthorized persons are <br />"not to appropriate, injure, destroy, or remove any feature of this monument and not to <br />locate or settle upon any ofthe lands thereof" <br /> <br />April 6, 1949 Upper Colorado Riv(~r Basin Compact (63 Stat. 31). Consent given by <br />Congress to compact signed by affected states on October 11, 1948. <br /> <br />· April 11, 1956 Colorado River Storage Project (CRSP) (70 Stat. 105). Congress <br />authorized the Curecanti Unit - building dams on Gunnison River, No construction could <br />take place until the Secretary certified that economic benefits would exceed costs. <br /> <br />· October 20, 1976 Black Canyon oflthe Gunnison (90 Stat. 2692). Designates lands <br />within the monument as wilderness and thus protected by provisions of the Wilderness <br />Act. There is no mention of water rights. <br /> <br />· October 21, 1999, Black Canyon of the Gunnison National Park and Gunnison <br />Gorge National Conservation Area Act of 1999 (113 Stat. 1126). Establishes the <br />Black Canyon of the Gunnison National Park and the Gunnison Gorge National <br />Conservation Area. The act abolishes the Black Canyon of the Gunnison National <br />Monument and incorporates those lands and interests into the Park. Section 10 <br />specifically addresses water rights. It states: (a) EFFECT ON WA TER RIGHTS.- <br />Nothing in this Act shall - (J) constitute an express or implied reservation of water for <br />any purpose; or (2) affect any water rights in existence prior to the date of the enactment <br />of this Act, including any water rights held by the United States. (b) ADDITIONAL <br />WATER RIGHTS. - Any new water right that the Secretary determines is necessary for <br />the purposes of this Act shall be established in accordance with the procedural and <br />substantive requirements of the laws of the State of Colorado. <br />A-I <br />
