Hansen, (R-Utah), Chairman, Resources Committee, U.S. House of <br />Representatives <br /> <br />Enclosed for your information is an article by Rep. Hansen on the Colorado River Basin and San <br />Juan River Basin recovery implementation programs, and the recently passed federal legislation <br />regarding those programs. The article appeared in the Forum for Apolied Research and Public <br />Policy. Spring 2001. The Forum is published by the University of Tennessee and the Tennessee <br />Valley Authority. The title of the article, "Endangered Economies", was selected by the <br />publisher. <br /> <br />Mr. Hansen discusses the Endangered Species Act and its implementation. He concludes the <br />article as follows: <br /> <br />"The Upper Basin and San Juan recovery programs are not without flaws, but they are <br />achieving the goals ofthe Endangered Species Act while avoiding conflicts with other <br />federal and state laws. This is a truly remarkable achievement.
