002816

-

DRAFT

e

method of operating Lakes Powell and Mead was developed. This model is

a small simplified model of the Colorado Basin designed to help develop
and revise the strategies before performing detailed evaluation using
CRSS. This model considers annual inflows and depletions, as well as

reservoir contents, simulated releases, and power generatfon from Lakes

Mead and Powell, for both the current (base case) and alternative
operating strategies. Results of these analyses were good but lacked

sufficient details regarding maximum monthly releases.

For this reason, a more detailed version of this model was developed
simulating monthly release patterns from Lakes Mead and Powell. This

model was run using a series of synthetic and historic hydrologic

traces. Results of analyses using this model showed that considerable

variation in monthly releases, power generation, and reservoir contents

could be expected from one strategy to another.

I

This model identified a number of feasible alternative operating strate-
gies. The feasible strategies chosen represented a wide range of
release levels which appeared to offer certain advantages with respect
to the parameters modeled by the small model.

The feaSlbl~peratlng strategleS~evaluated

using the CRSS ,Celerael&

~

~iv2r ~imulation Systp~. The CRSS is a package of computer programs
that models the quantity and quality of flows throughout the Colorado

River Basin. The system models monthly flows, salinity concentrations,
diversions, ~return flows, reservoir operations, and power genera-
tion. The model incorporates surplus and shortage criteria, operating

v

6
