This target is determined on October 1. <br />~ (i rt>,t <br />= (l~ ratio of Lake Powell storage to Lake Powell plus Lake <br /> <br />ALFA <br /> <br />Mead storage. For this study, a value of 0.5 has been <br /> <br />used. <br /> <br />PMST = combined Lake Powell and Lake Mead storage on <br />October 1. <br /> <br />AVGFLO = the mean annual natural flow at Lee's Ferry, Arizona. <br /> <br />This target level is compared to the estimated storage requirement <br />for section 602(a) plus the difference between the mean and lower <br /> <br />decile annual natural flow at Lee's Ferry, Arizona. If the computed <br /> <br />target is less than the required storage plus the difference in flow <br /> <br />at these probability levels, then the target is raised. A comparison <br /> <br />to the storage capacity'of Lake Powell is also made. <br /> <br />12.
