' <br /> <br />002799 <br /> <br />e <br /> <br />-3- <br /> <br />e <br /> <br />~ SECTION II - ALTERNATIVE OPERATIONAL STRATEGIES <br /> <br />2 .1 General <br /> <br />Alternative operational strategies characterized by the probability of <br />achieving target storage objectives at some future date for Lakes Powell and <br />Mead 'will be defined and compared to the current or base-case strategy. <br /> <br />'.. <br /> <br />2.2 Base-Case Strategies <br /> <br />" <br /> <br />The base-case strategy or current mode of Colorado River operations is <br />controlled by the following criteria: <br /> <br />- Release only minimum downstream requirements from Lakes Powell and Head <br />unless flood control criteria dictate otherwise. <br /> <br />- Release more than minimum downstream requirements when reservoir storage <br />and forecasts dictate that flood control criteria releases should be <br />made. Flood control criteria also currently require that a 5.35 maf <br />system storage space be attained by January 1 of each year. <br /> <br />e <br /> <br />Release additional water as necessary from Lake Powell to equalize <br />storage in Lakes Powell and Mead by September 30 of each year so long as <br />sufficient water is stored in Upper Basin reservoirs to satisfy <br />section 602(a) of P.L. 90-537. <br /> <br />2.3 Alternative Strategies <br /> <br />In addition to the criteria controlling the operations in the base-case as <br />described above, the alternative strategies would include criteria for <br />making more than minimum downstream requirement releases to reduce the pro- <br />bability of reservoir spills and powerplant bypasses. these surplus cri- <br />teria would include objectives of achieving target storase values at some <br />future date. Each alternative strategy would be characterized by objective <br />storage targets and the probability of achieving each objective. <br /> <br />~ <br /> <br />e <br />
