It is well organized, detailed, <br />and covers all of the required planning elements specified in the statute. This plan meets and <br />exceeds the states requirements. <br /> <br />The only disappointment with this plan is the rather unimpressive conservation goal of 600 AF <br />of savings (of which 122 AF has already been conserved). This appears to be a rather low <br />
