Box 419
Alamosa, CO 81101

Dan McAuliffe
Acting CWCB Director

Dear Mr. Cherpeski:

On May 16,2007, the Colorado Water Conservation Board (CWCB) received a Water Conservation Plan froIn the City of
Alamosa for review and approval. The CWCB's Office of Water Conservation & Drought Planning (OWCDP) retained
the services of Aquacraft Inc., a water engineering and Inanagement company, to assist in the evaluation and review of the
City's Plan. On June 26,2007, after a thorough evaluation, the OWCDP determined the Plan did not meet the minimum
State statutory requirements and was disapproved.

On June 20,2007, the OWCDP and Peter Mayer, of Aquacraft Inc., participated in a conference call with you and Don
Koskelin to go through the evaluation and discuss the areas of plan deficiencies with recommendations for correcting them.
After receiving additional information and a re-evaluation, the CWCB has determined the City's Plan to be in accordance
with S37-60-126 C.R.S. and the CWCB's Guidelines for the Office to Review Water Conservation Plans Submitted by
Covered Entities. Therefore, the Plan is hereby approved and the City may proceed with its implementation. I am
enclosing a copy of the second Plan evaluation for your review and records.

The Plan will be kept on file at the CWCB and shall be accessible to the public through our website and the Water
Resource Information Center. The Plan will also be made available to the Colorado Water Resources & Power
Development Authority and the Water Supply Planning & Finance section within the CWCB should you apply for a loan
from either agency.

Due to the legislative intent of the Water Conservation Act of 2004, the Office may contact you to discuss how your
conservation planning and implementation efforts are progressing. As the City begins implementing the conservation
measures outlined in the Plan, please be aware that the CWCB has grant monies available to assist entities, with approved
plans, in their efforts to implement those measures. I have enclosed a brochure providing a general overview of the Water
Efficiency Grant Program and encourage the City to apply.

Thank you again for all your efforts in developing a Water Conservation Plan. Should you have any questions or need
additional assistance, please feel free to contact me.

Sincerely,

Veva McCaig
Section Chief, Office of Water Conservation & Drought Planning

cc: Don Koskelin, Assistant City Manager, City of Alamosa
Mike Brod, Colorado Water Resources & Power Development Authority
Mike Serlet, CWCB Water Supply Planning & Finance Section
Flood Protection · Water Supply Planning and Finance · Stream and Lake Protection
Water Supply Protection · Conservation and Drought Planning
