<br />001362 <br /> <br />especially in years when surface water is in short supply. ' Much le.. <br />water per acre is supplied by wells which are used to supplement <br />surface water. Also, a much higher percentage of this water i. re- <br />turned to the aquifer as deep percolation because irrigation sy.teme <br />and methods which are designed for use of muddy surface water vl11 <br />allow large amounts of deep perso1ation of clear well water. On <br />the average, wells which are used to supplement surface water probably <br />do not result in more than 20% as much groundwater depletion per <br />irrigated acre as do wells which serve land which is irrilated ex- <br />clusively by ground water. <br /> <br />The reasons for the use of supplemental irrigation wells are quite <br />obvious. They provide general drought insurance for dry years. They <br />also provide the-little extra water which is needed to mature the crop <br />when serious yield reductions could result from late season water <br />shortages. Germination irrigations can also be made before snowmelt <br />has resulted in river water being available. <br /> <br />Supplemental irrigation wells are also used to make possible the <br />production of higher value crops. In the Arkansas Valley between <br />Pueblo and the state line, an average of less than 25% of the total <br />surface water deliveries are made during July and August. However, <br />many of the more profitable crops require most of their water durina <br />this time. Therefore, irrigation wells have become the key to more <br />profitable farming by many farmers who would otherwise be Itmited <br />to less profitable crops. <br /> <br />, <br /> <br />TlMlNG OF PUMPlNG EFFECTS ON THE RIVER <br /> <br />To recognize that groundwater and surface water are parts of the s_ <br />system does not mean that the traditional concept of administering the <br />doctrine of prior appropriation is satisfactory for integrated IYst.... <br />The time lag for the effects of pumping make legal integration without <br />management completely unrealistic. <br /> <br />The effect of a well p\Dllping a reasonable distance from the river <br />will not reach the river for several months after pumping is begun. <br />Neither will shutting it off have an effect for several months. <br />Contrary to a common misconception, the effect of one season's pumping <br />may be spread over a period of several years, although mO'st of the <br />effect will be felt during only part of that period. When the effects <br />of several seasons of p\Dllping are combined, the total effect of wella <br />which are a considerable distance from the stream is a rather constant <br />effect which varies far more with the variation in annual pumping than <br />with seasonal variations. Therefore, it makes little difference to the <br />river when these wells are p\Dllped, but it makes a tremendous difference <br />to the farmer who needs that supplemental water to keep a profitable <br />crop from becoming a crop failure. <br />
