"My opinion is that this is really the first time the pretense was gone; <br />the state's case rested, to a large extent, on providing for diversions," says Reed, adding, "I think there <br />has been a definite attempt to hide any state involvement in future transmountain diversions. But I think it's <br />going on." <br />For now, Reed will continue to stay up-to-date on the issue, including attending the meetings of the <br />Statewide Water Supply Initiative (SWSI) planning process, which he believes could, at some point, <br />comprise transmountain diversion components.
