<br />'. <br /> <br />e <br /> <br />000645 <br /> <br />1 <br /> <br />- " <br /> <br />e <br /> <br />... <br /> <br />MEMORANDUM OF UNDERSTANDING <br /> <br />This Memorandum of Understanding (MOU) is made between and entered into this <br />.(..". ,-=--- day of C;._:-r- , 1992 by and between the Colorado Board of Agriculture for Colorado <br />State University (CSU) on behalf of its Water Resources Research Institute (the <br />INSTITUTE) and the Colorado Water Conservation Board (CWCB). <br /> <br />BACKGROUND <br /> <br />The CWCB has been authorized, pursuant to Section 12 of SB 92-87, to undertake <br />a scoping analysis of the statewide results of the transfer of water resources from the basin <br />of origin for use in another basin. In undertaking the analysis the Board is directed to <br />consult with the Colorado Water Resources Research Institute and shall detennine through <br />public discussion the extent of interest in and support for a subsequent thorough <br />investigation. ' <br /> <br />The Board was authorized to expend not more than Twenty-Five Thousand Dollars <br />($25,000) for the purpose of preparing the analyses and report. This MOU outlines the <br />responsibilities of the Institute and the CWCB in carrying out this analysis. <br /> <br />COORDINATION <br /> <br />The Institute shall closely coordinate its research, literature review and preparation <br />of the scoping analyses with the staff of the CWCB and Department of Natural Resources <br />(DNR). <br /> <br />Final responsibility for the analysis and report shall be with the CWCB. <br /> <br />STATEMENT OF WORK <br /> <br />The Institute shall provide assistance to the CWCB in conducting research, literature <br />review, preparation of the seoping analysis and final report and shall participate in CWCB <br />meetings and other meetings with interested parties to accomplish the purposes of the study. <br /> <br />The work shall be carried out by Ms. Maureen Maxwell, Research Assistant at the <br />Institute, supported by other Institute personneL <br /> <br />The Institute shall be responsible for the following activities: <br /> <br />a. Research and literature review of issues pertaining to out-of-basin water <br />transferSy including review of past legislation introduced in the Colorado <br />General Assembly. <br /> <br />b. Preparation of a discussion outline of out-of-basin transfer issues, including <br />but not limited to the issues specifically enumerated in SB 92-87, and <br />
