contractor selection committee needs to talk with prospective contractors about how
adequate information on environmental and recreational issues can/will be obtained.

Regarding environmental needs, Melinda suggests that we create a map with
Roundtables that identify the locations of specific and pressing environmental needs.
We should take out wilderness areas, and then look at what environmental needs in
specific Roundtable areas need to be addressed to protect habitat, species and habitat.
There may need to be triage regarding which areas we will work on, and which ones
we will let go. TNC and TV have criteria that they use to help set priority areas for
work. We should identify specific areas that need special attention. We need to
identify where we should best focus our efforts. We need to ask contractors about
how they might help Roundtables and environmentalists to identify priority needs and
areas of focus.

. Contractor needs to be able to bring on additional experts ~l the prime does not
have needed e.xpertise. Eric Kuhn's concern as conveyed by Eric. This is possible
under state contracting procedures.

Willingness of Work Group Members to Serve on a Contractor Evaluation
Committee

Melinda is willing to be on the Contractor Evaluation Committee. Eric W. has trouble
with proposed dates for the committee. If there is flexibility for dates, Eric W. might be
able to participate.

Eric H. will poll Needs Assessment Work Group members regarding their interest in
being on the Contractor Evaluation Committee and feasible dates to pick the top two or
three consultants. Eric will explore: The afternoon of September lih or the morning of
the 13th in Alamosa. At least two hour will need to be allocated for this meeting.
However, if there are only two applicants, a meeting for winnowing may not be
necessary.

After the top contractor candidates are identified, a subsequent meeting will be held for
interviews with them, perhaps on the 21 st or the 25th.

Ongoing Roles for Work Group in Contracting Process

Eric H. will keep a list of where Work Group members can be involved and will explore
with members where and when they want to be involved. Possible activities include:

. Work with roundtables in developing task orders
. Work with contractor on appropriate methodologies
. Help coordination with other ongoing efforts (EISs, PBOs; SWSI; etc.)
. Provide input on the "option to renew" and revisions to the Scope of Work each
fiscal year
. Oversight of contractor
