<br />Needs Assessment Work Group Conference Call <br />Meeting Notes <br />August lSt\ 2006 <br /> <br />Participants: Eric Wilkinson, Melinda Kassen, Eric Hecox (DNR), Chris Moore <br />(facilitator) <br /> <br />Technical Assistance Contracting: <br /> <br />Additional questions and concerns about the contractor and contracting <br /> <br />. Issue options: a) whether there should be one contractor who would be the prime <br />and pelform all the work, b) one prime contractor with subs, or c) multiple <br />contractors. Roundtables want to have experts who can address their specific issues <br />and concerns. IBCC wants to have a common technical platform and the State must <br />comply with State contracting mles. Russ and Eric H. think these three objectives <br />can be achieved by having one contractor with appropriate subs. <br /> <br />Eric H. thinks that there is general agreement among Roundtables to the State's <br />proposal for one contractor and appropriate subs. Eric W. and Melinda concur that <br />there needs to be a common technical platform and one prime. Melinda also wants to <br />assure that appropriate subs are secured who can address specific ecological issues. <br />This may involve having a prime that is willing to hire subs that were not initially on <br />the prime's team. For example, a Roundtable may want the prime to bring on a <br />specific sub-contractor. Eric H. says that this method of contracting is probably <br />legally possible. This will be a discussion that needs to be conducted with the <br />contractor who receives the award. <br /> <br />. C01~flict l?linterest issue: Roundtable members as subcontractors on contractor <br />teams. Roundtable members are often the most knowledgeable people concerning <br />local water issues, and we need to be able to utilize their expertise. However, we also <br />want to avoid perceived or actual conflicts of interest. <br /> <br />If a Roundtable or IBCC member is to be on consultant teams, they need to recuse <br />themselves and be totally disassociated from the contractor selection or management <br />process, so that there is neither the appearance of nor any actual conflict of interest <br />between their roles. There seems to be general agreement on this, but the Work Group <br />would like to be certain that there is general agreement at the September meeting of <br />the IBCC. <br /> <br />. ,-S'lwuld the contract be separated into two phases: 1) selection l?l a contractor to <br />help Roundtables what assistance they requirefor their needs assessment, and 2) <br />selection l?l a contractor to actually conduct need5 assessment work?
