<br />The Authority l?l the Work Group to Make Decisions on Recommendations to the <br />State on Studies to be Conducted by the Contractor - The Work Group discussed <br />possible levels of authority it might have to make recommendations on studies and <br />sources of funding. It was acknowledged that the State of Colorado (DNR) has final <br />legal decision making authority to make a binding contract with the Technical <br />Assistance Contractor. However, Working Group members believed that the <br />authority of the Working Group to make recommendations to the State was unclear. <br /> <br />Ideally, most Working Group members on the conference call believed it would be <br />most efficient and timely if it had the responsibility, after conducting adequate <br />consultation with appropriate basin roundtables, to make decisions on <br />recommendations to the State. However, on especially sensitive issues, the Working <br />Group agreed that the issue should be brought to the IBCC as a whole for <br />consideration and a final decision on a recommendation. <br /> <br />The Working Group will request a discussion and clarification of its role in making <br />recommendations, and its relationship to basin roundtables and the IBCC, at the next <br />meeting of the IBCC. <br /> <br />Chair Person for the Work Group <br /> <br />The Work Group decided it did not need a Chairperson. Members agreed that Eric <br />Hecox should continue providing a coordination function, handle logistics and lead in the <br />development of the agenda. <br /> <br />Needs l?lRoundtables beyond the Technical Assistance Contract <br /> <br />The Work Group discussed additional services that might be needed to help basin <br />roundtables complete their Needs Assessments and assure the development of a Common <br />Technical Platform. Two options were discussed, but no final conclusions were reached: <br /> <br />. The Working Group could help compile studies that have been conducted, as is being <br />done by the Arkansas Roundtable, so that roundtables know what water related <br />studies have been done. <br />. The Work Group could explore a process to evaluate the results of some studies such <br />as being done by the Arkansas Roundtable. This roundtable may use an evaluation <br />process developed by CSU's Colorado Institute of Public Policy (a process discussed <br />at their 10/6/06 conference in Cooper). <br />
