The modification requested an increase in the
September delivery and a decrease in the December delivery. The modified
schedule (enclosed) for total deliveries of Colorado River water to Mexico
during calendar year 1999 remains 1.7 million acre-feet.

This increase in the September delivery is required to meet the minimum
schedule required by Treaty. Because the September deliveries exceeded the
schedule due to flood releases, this change only affects the calculated amount
of the excess del ivery. Thus, we have arranged to make the deliveries
according to the enclosed revised schedule.

If you have any questions, please call Mr. Rod Carson at 702-293-8090.

Sincerely,

~:&; ~~

Robert W.
