<br />001975 <br /> <br />The current method being used to consolidate the remaining irrigated area <br />within the Compaction Zone is to encourage the sale and transfer of water rights from <br />parcels outside the zone to parcels within the zone. Many isolated parcels outside <br />the Compaction Zone continue to have water rights. There is, however, a shortage of <br />good quality land within the Compaction Zone to accomplish additional water right <br />transfers and relocations. This situation provides a unique opportunity for acquiring <br />water rights for use in the Delta. <br /> <br />C. Determination of Water Duties <br /> <br />Historically, CNA allocated water rights in District 014 by assigning cropping <br />patterns throughout the area. Based upon national crop production priorities, and <br />subject to the available water supplies, an overall cropping pattern was established <br />for District 014. The owners of croplands were then given a cropping pattern for their <br />individual parcels. This process continued through the year 2000. <br /> <br />For better management of water right exchanges and transfers, CNA is now <br />proposing to assign a uniform water duty to each parcel of land having agricultural <br />water rights. The available duty for each parcel would be 1.0 meter, about 3.1 acre- <br />feet per acre after conveyance losses. The regulations needed to make that change <br />are now in the approval process. <br /> <br />The agricultural water duty for lands served by the CNA delivery system is <br />derived as follows: <br /> <br />Total Registered Agricultural Area: <br /> <br />Colorado River <br />Wells <br />Total <br /> <br />Lands Using Groundwater: <br /> <br />Connected to Canals <br />Isolated <br />Total <br /> <br />Overall Water Duty: <br /> <br />Irrigation Allocation 1,424,964 AF/yr. <br />Acres Served 459,666 ac. <br /> <br />137,602.84 Ha <br />48.442.57 Ha <br />186,045.41 Ha => 459,666 ac. <br /> <br />19,377 Ha <br />29.065 Ha <br />48,442 Ha => 119,700 ac. <br /> <br />Water Duty: 1,424,964 AF/yr. /459,666 ac. = 3.1 AF/ac. <br /> <br />Using the above described water duties, the overall supply and allocation of <br />water in District 014 can be seen in the following table: <br />
