<br />000336 <br /> <br />DRAFT-Not for distribution <br /> <br />Identify measures in both nations that allow a flow of water for the maintenance <br />of the riparian areas and wetlands in sustainable form; <br />Identify a way to maintain native vegetation in the riparian areas and <br />wetlands; <br />Both governments to commit volumes of water to protect and to recover the <br />ecosystems of the Delta. <br />Promote the conservation and most efficient use of water in the agricultural, urban <br />and industrial sectors and apply part of the conserved volumes to environmental <br />objectives, causing the transference of state-of-the-art technology. <br />Both countries should adopt the principle that they shall not take unilateral actions <br />that limit future actions to restore the ecosystems of the Delta. <br />Encourage reuse of treated residual water about urban centers and to evaluate the <br />possibility of channeling part of this water to the wetlands of the Delta. <br />Adapt the legal structure in each country in order to assure that water assigned for <br />environmental objectives is applied to that purpose, including the commitment ofthe <br />local authorities to watch the fulfillment of the agreements derived from this structure. <br />The federal and local governments, water users and the social sector should help <br />in the acquisition of water rights that can be applied for environmental purposes, as an <br />additional option among others that have been identified. <br />Consider the Colorado River Delta within the interim surplus criteria currently in <br />the process of implementation by the United States. <br />Support technical and economic institutions and organizations working now to <br />recover the Delta. <br />Increase public participation on both sides of the border, through NGOs, <br />academia, and in particular the communities of the Delta, and explore the possibility of <br />establishing a coalition of interested organizations." <br /> <br />15 "[The President] shall have the Power, with the Advice and Consent ofthe Senate, to make <br />Treaties, provided two thirds of the Senators present concur" Art II, 92, cl. 2. <br /> <br />16 Generally implied from Art.
