Solutions must maintain compliance with Minute 242 although the Minute <br />may be subject to modification by mutual agreement of the United States and <br />Mexico without causing a permanent reallocation of entitlements to Colorado <br />River water between and among the users ofthe Colorado River. <br /> <br />B. Multi-functionalobjectives <br /> <br />1. To the extent possible, solutions should reduce impacts caused by high <br />groundwater tables in the Yuma area by increasing drainage pumping. <br /> <br />, <br />2. To the extent that desalinization is part ofthe solution, plans should attempt to <br />provide for technology transfer that can be provided by operation of a large <br />desalting plant. <br /> <br />3. To the extent possible, solutions should seek to improve the quality of water <br />provided for M&I purposes in the border region in Mexico and the United <br />States. <br /> <br />4. Solutions should be cost effective and attempt to demonstrate that all funds <br />used to reach a solution are expended in a prudent and efficient manner. <br />Where benefits beyond the national obligation to replace the bypass flow <br />accrue to definite and identifiable beneficiaries the costs of such additional <br />benefits should be borne by those beneficiaries. <br /> <br />5. To the extent possible, solutions should include measures that help offset or <br />mitigate impacts of shortage and drought. <br /> <br />IV. Solution Components <br /> <br />The YDP/Cienega Workgroup reviewed a number of reports and supporting <br />papers that identified and evaluated alternatives to the operation of the Yuma Desalting <br />Plant. The Workgroup added additional ideas and concepts to that knowledge base <br />which reflected more recent information and advances in technology. Many of the <br />concepts rely on changes to the current legal framework, while others take advantage of <br />opportunities to use otherwise unused or under-used water supplies. Conceptually, the <br />Workgroup felt that there would not be a single solution component that could satisfy <br />all of the fundamental objectives. The solution component identification effort was <br />therefore geared to list a variety of 'puzzle pieces' that can be arranged in various <br />combinations to result in a more optimal overall plan. <br /> <br />A. Water Supply - Water supply solutions provide a direct water supply to satisfy <br />objectives. <br /> <br />1. Releases from storage - Water deliveries to Mexico can be made through <br />releases from storage facilities in the U.S. as they have been since Minute 242 <br />was adopted. This solution can be combined with other solutions which <br />reduce the demand for water in the U.S. such as was done during the Interim <br />Period through the lining of the Coachella Canal. <br /> <br />Recommendations of the YDP/Cienega Workgroup <br /> <br />10 <br />
