The Water
InformatiorrProgram welJ$ite. was created by Sheri
Amass of Creative Links Multimedia, and was originally
available to the public on the Internet beginning in
September 1995. Since that time, the site has expanded
and grown, with numerous information updates and
design upgrades. Present usage by public exceeds 2,000
visits to the web site per day, with thousands of 'hits'
daily. The recent 'facelift' for the web site went on line
in September, 1999, marking the 4th consecutive year
of on-line information services provided by the Water
Information Program. New navigational tools have
been added to the web site, including a 'clickable' side
bar menu and expanded internal directories. New color
pictures are now part of the site, including a section
on the popular 'children's water festivals' that are both
sponsored and attended by the Southwestern Water
Conservation District. If you have a color printer, you
can download and print out information in full color.
If you have suggestions, ideas or comments on the
waterinfo.org web site, please contact our webmaster
(samass@creativelinks.com) or Jasper Welch
(jasper@oplex.com) via e-mail. Eight cloud seeding generators are being used to
produce artificial ice nuclei upwind of the targeted upper San
Miguel Drainage Basin that includes the Telluride Ski Area.
These ground based generators are located to the south-
southwest through northwest to maximize the seeding
opportunity of any advancing weather system that will pass over
Continued On Page 2

Quarterly Newsletter November, 1999 Volume 4, Issue 3

Current.'frends On Water

Issues Available Quarterly

An Editorial Summary Of Major Water

Issues July-August, 3rd Quarter, 1999

by Lynn Herkenhoff,Ne.We Clipping {;oordinator;
Information Program

^"undant Water in Southwestern Colorado River6aslns

All local papers carried numerous stories about southwestern
above average precipitation this summer and abundance of water. The
heavy rains forced local reservoirs to double or triple their normal
water discharges for this time of year. Rafters have enjoyed an extended
season, while farmers struggled with soggy fields. On the downside,
minor flooding caused problems throughout the region.

Greg Walcher, Executive Director of Colorado Department of
Natural Resources

Colorado's Department of Natural Resources executive director Greg
Walcher stated that the Western Slope must accept the fact that more
water will flow to the east to support growth along the Front Range.
He stated that the Western Slope has an obligation to compromise
with the Front Range on water issues. "We (Western Slope) have a
self-interest in western Colorado in solving Denver's water problem
and I don't mean with Western Slope water but with Western Slope
brainpower at least."

San Juan Water Commission, San Juan County, New Mexico

In a series of articles, the Farmington Daily Times examined the
workings of the San Juan Water Commission. After reviewing the
history and purpose of the district, the articles examined where and
how much money is spent by the commission. The scope of the water
panel, which includes the Animas-La Plata Project, was also a focus.

6ruce 6a""itt, US Secretary of Interior (Clinton appointee)

Bruce Babbit, Secretary of the Interior, continues to be surrounded by
controversy. The Albuquerque Journal characterized Babbit in a recent
article: "Babbitt takes heat from both sides but remains undeterred in
his efforts to build consensus for his policies of conservation and
broader protection for the 450 million acres the Interior Department
oversees." Of particular concern to water users is the movement toward
the breaching of dams (in Washington and Maine) in order to improve
endangered fish habitat and restore rivers to their original state.

Wilderness Designation 6attle on Pu"lic Lands, Western Colorado

While many westerners have expressed a wish for more wilderness
designation, others fear such designation without local input.
