<br />.. <br /> <br />OODJ85 <br /> <br />Floodplain Management <br />Another goal of the CWCB Long Range Plan is to minimize Colorado's flood loss <br />vulnerability and related economic impacts. Can or should the CRDSS proposed real <br />time data collection and mapping facilities assist in this goal? <br /> <br />Drought Protection <br />The State's Drought Water Availability-Hazard Mitigation Task Force has also expressed <br />an interest in using CRDSS as a water management tool in times of drought. Predicting <br />the severity of a drought, who might be injured in a drought, economic consequences of a <br />drought and what management strategy might reduce drought impacts are potential needs <br />of the task force. <br /> <br />Instream Flows <br />What additional features would benefit the quantification or enforcement of CWCB <br />instream flows. Would an interactive map that allows the user to quickly retrieve <br />information about instream flows requirements and historic and current streamflows in <br />those reaches be valuable? <br /> <br />Water Conservation Model <br />Several individuals have suggested that the CRDSS system include economic models of <br />water distribution. As an example, the Colorado Office of Water Conservation has <br />recently developed a computer program to evaluate the benefits of implementing various <br />water supply and conservation measures. <br /> <br />Incorporation of Water Quality Data and Analysis <br />One of the strategic directions of the ewCB Long Range Plan is strengthening the <br />relationship between water quality and water rights protection programs. Since CRDSS <br />was initiated, there have been proponents that water quality data and analysis programs <br />should be added to CRDSS. CRDSS representatives have visited with the Colorado <br />Division of Water Quality representatives and would need to have clear lines of <br />communication established and avoidance of duplication before water quality data or <br />analysis could be incorporated into CRDSS. How important is water quality data and <br />analysis to the DWR and CWCB? <br /> <br />Statewide Water Information Management Systems <br />Goal 6 of the CWCB Long Range Plan includes the development of decision support <br />systems for the South Platte River Basin, the Rio Grande River Basin, the Arkansas River <br />Basin and the North Platte River Basin. Is it appropriate to start development on one or <br />several of these decision support systems during the third year of CRDSS development? <br />For example, well information could be added to CRDSS in anticipation of <br />implementation of the system in other non-Colorado River basins. <br /> <br />May 31, 1995 <br /> <br />6 <br />
