oon083

· Assume the model exists, automate putting data into it.
River Forecasting Tool:
· Routing w/confidence limits.
· Conceptual or system theoretic.
· Continuous simulation (as opposed to single even model).
· Must be able to restart at any arbitrary time step.
· Obtain state of the system from observations.
· Ability to use max, min and most likely meteorologic scenarios.
Demand Forecast Operations Tool.;.
· Predicts change in diversions over the next 7 days.
· For agricultural could use real time (hydromet) data for precipitation, etc. with
cropping information to forecast demands or could use a trend type forecasting
utility.
· Could be based on editor/trends for non-agricultural.
· Probably does a forecast and then lets the user make modifications.

Real Time Database Development:
It was contemplated that real time data would be developed to support the water rights
administration tool. Examples of these data are given below. Approximately $ 160,000
was allocated in the year three CRDSS budget for database development activities.
· Maps - Snow cover mapping
Weather maps
Satellite Imagery
· Tabular Data River flows, ditch diversions, reservoir contents from state
satellite system
Water user reported diversions and reservoir contents
Current Compact Call
Climate data

Stochastic Flow Analysis and Generation Utilities:
The stochastic flow utility would be used to generate flow input data for the water
resource planning model that would allow analysis with a longer hydrologic trace than
possible with historic hydrology. Approximately $ 80,000 was budgeted for this activity
in the feasibility study for third development year of CRDSS.
· Monthly time step.
· Automatic parameter estimation and model identification from historical data.
· Preservation of means, covariances, skewness coefficient and Hurst coefficient.
· Ability to dis-aggregate from monthly to seasonal, monthly, weekly and daily
flows.

Status and Reporting Software
Status entails requesting and displaying data about the historical, current, or forecast state
of the river system. Reporting entails updating the database as new data is generated.

May 31, 1995

4
