<br />process of project development , does not dictate an approval process to the roundtables, and <br />gives the CWCB a sense of how broadly the water activity is supported. <br /> <br />The working group also discussed the possibility of weighting criteria and allowing for numeric <br />evaluations, but decided not to include this in the draft. The criteria that are proposed are <br />divided into subgroups, including threshold criteria and evaluation criteria. Threshold criteria <br />would have to be met for a water activity to move forward. Evaluation criteria would be used to <br />decide between water activities if there are applications for more funding than is available. <br /> <br />Other working group members commented that they attempted to be sensitive to the needs of <br />areas with less financial resources, and wanted to make sure there was money available for the <br />kind of analysis required to get a project off the ground and, in certain cases, secure a loan for <br />construction. <br /> <br />Comments from the full IBCC are grouped below by section. <br /> <br />Comments/Questions on Part 1 <br /> <br />? <br /> <br />Several IBCC representatives suggested that t he document include a provision which allows <br />the C riteria and G uidelines to be amended as necessary. <br />? <br /> <br />There was dis cussion over the interpretation of the statement on page 4 which reads: “It is the <br />goal of the CWCB and IBCC to maximize the benefits derived from the monies of the <br />Account.” A few members of the IBCC were concerned that this could be interpreted as <br />disco uraging the allocation of grants. It was suggested that the language be changed to <br />“maximize the benefits derived from the water activit y. ” If such a change is not make it was <br />suggested that the document should explicitly recognize grants as a benefit of the program, <br />and state that grants qualify under the goal of maximizing benefits. A member of the IBCC <br />mentioned that another possible option would be to restrict Senate Bill 179 funds to grants as <br />the CWCB has an existing loan fund that could support el igible activities. It was also <br />pointed out that the statute indicates that the Account is to be used for both grants and loans. <br />? <br /> <br />A member of the IBCC suggested that the introduction be expanded to include other studies <br />that have informed our current knowle dge of the water situation in Colorado. SWSI is just <br />one relatively recent part of something the state has been working on for twenty years. <br /> <br />Comments/Questions on Part 2 <br /> <br />? <br /> <br />The full IBCC was interested in hearing how the working group arrive d at one millio n dollars <br />as the amount of funds to be allocated to each R oundtable . After d iscussion of the cash flow <br />and time frame information provided in the document for basin account and statewide <br />account, several additional questions were raised: Should additiona l allocations be made to <br />the basin accounts in the out - years? Should an increased level of monies be used for the <br />basin accounts in the early years and let it revert to the statewide account in the out years if it <br />was not used? <br />? <br /> <br />Members of the IBCC seemed to like the idea of the basin account and indicated that this <br />concept helps address the concern that it may take smaller basins a longer period of time to <br />figure out what projects they want to put forward and that larger and better organized basins <br /> 6 <br />
