A hard copy of a draft of the IBCC report to the legislature was distributed. <br />Many comments from Roundtables have been incorporated into the Report and there is still time <br />st <br />to provide additional advice. The Report is to be submitted to the Legislature on October 31 , so <br />th <br />all comments must be in by October 24 . All Roundtables have been informed of this deadline <br />for comments. <br /> <br />Data and Mapping Needs for Non - Consumptive Uses <br /> <br />Melinda Kass e n made a presentation on the Monta na mapping process. This was presented to <br />illustrate Trout Unlimited’s vision for what a needs assessment might look like in Colorado for <br />water required to sustain native and non - native coldwater species of fish. She noted that 30% of <br />the habitat for the se fish needs to be protected to assure their sustainability. This needs to be met <br />by in - stream flow. (See attached power point <br />presentation for the details of this presentation.) He outlined how the CWBC approaches <br />identification of environmental and recreation needs, quanti fying and prioritizing them. The <br />work of SWSI’s Technical Roundtable was described. He would like them to give thought to how this information <br />might best be used. Inpu t will be needed regarding whether the Technical Roundtable should <br />be continued after the study is completed, to provide ongoing assistance to Roundtables <br />regarding its findings and conclusions. Input on this question should be given to Eric or <br />Rick. <br />? <br /> <br />Jay Skinner , from the Division of Wildlife, commented on the in - stream flow process. There <br />was a three - year study prior to CWCB taking any kind of action. He recognized that it was <br />hard to get information to the public on potential filings for in - stream flo ws. <br />CWBC staff have bent over backwards to get out notice to effected publics well before it <br />goes for final action. <br />? <br /> <br />There are a number of workshops on in - stream flow issues in the planning stage. One will be <br />in February. The CWCB and DOW would like inp ut on how to get the word out on it, such <br />as suggestions for mailing lists or website contacts, and its ultimate effectiveness in <br />dissemination of information. <br />? <br /> <br />Moffat County has tried to be in the process. They have requested a presentation about the <br />m odeling of in - stream flows. It was noted that unless the County knew about a filing, it <br /> 4 <br />
