Meeting Notes <br /> <br />The CDR Associates facilitators opened the meeting with a w elcome , and members of the IBCC <br />introduced themselves. The facilitators asked the group for their permission to depart from the <br />agenda distributed before the meeting to allow time for Harris Sherman, the newly appointed <br />Director of the Department of Natural Resources and Chairman of the Interbasin Compact <br />Committee, to address the group and hear their thoughts on the process. <br /> <br />Conversa tion with Harris Sherman <br /> <br />Mr. Sherman began his remarks by stating his desire to help this process work, and his hope that <br />in this meeting and other IBCC members would provide candid feedback and work with him to <br />make the process a success. He presented f ive questions to the group: <br /> <br />? <br /> How do the Roundtables and the IBCC fit with each other? Is the coordination process <br />working, and what would you suggest to strengthen it? <br />? <br /> Are the state agencies traditionally involved in water issues and the IBCC and <br />Roundt ables working well together, at both policy and staff levels? Are we coordinating <br />our work at a staff level to avoid dupl ication? Looking at the right s tatewide issues? <br />? <br /> Have we provided the right kind of educational materials and opportunities to the <br />rou ndtables? How are needs assessment activities perceived? <br />? <br /> How are basin s working with each other ? We have statewide water issues that must be <br />addressed – is this process helping the basins work closely with one another? <br />? <br /> A number of major water issues are in progress right now that are not part of this IBCC <br />process – w hen and where do we try to integrate these efforts? <br /> <br />The facilitator asked the group for feedback on each question . <br /> <br />Question 1 : How do the Roundtables and the IBCC fit with each other? Is the coordination <br />process working, and what would you suggest to strengthen it? <br /> <br />? <br /> Jeris Danielson: The process has worked extremely well, and has been responsive to <br />roundtable requests. <br /> <br />? <br /> Ray Wright: The IBCC has spent a lot of time working on process, and c onnectedne ss <br />has not been fully explored. N ot much has come up that has been challenging. <br /> <br />? <br /> Dan Birch: It will take 6 months to a year for the substance to unfold, and I would not <br />support mu cking around with this process. I f we start pushing it , it will fall apart . <br /> <br />? <br /> Bill Trampe : Our R oundtable is extremely protective of the grassroots concept. Having <br />DNR provide us with a starting point for the bylaws, and the IBCC Charter, helped us get <br />it done. We h ave spent lots of time working on process, and may be behind the times in <br />developing the needs assessment, but finally it looks like we’re beginning to turn a <br />corner. If the roundtables felt there was a change in philosophy, the whole thing might <br />come to a halt. <br /> <br />2 <br />
