of the legislation, we can set up a work group with Roundtables, the CWCB and IBCC <br />representatives to develop the scope of work. The IBCC representatives could perform a <br />bridging function, help facili tate the process and overcome differences between <br />Roundtables. <br /> <br />? <br /> Wayne Vanderschuere : All nine roundtables should be involved in developing the scope <br />of the study, because all are affected by what happens on the Colorado – not just the four <br />tributary ba sins. <br /> <br />? <br /> Eric Kuhn : Roundtables should be asked to come in on the ground floor and help develop <br />the process and study. It will be difficult to describe it accurately in a bill if we haven’t <br />had those discussions with Roundtables. We should focus on repairi ng relationships <br />between CWCB and some of the Roundtables, and move forward in a constructive way. <br /> <br />? <br /> Rep. Kathleen Curry : The language in the bill is the result of a long discussion with <br />CWCB. I proposed taking the whole thing out to give more time for dev elopment of the <br />idea, but people objected. What does the IBCC want to see in this bill? <br /> <br />? <br /> T. Wright Dickinson : If we leave the line item in, then the money will be available when <br />agreement on what study to conduct is reached. Inserting “IBCC” into the la nguage may <br />look top down, and what we really want is to help, and let the Roundtables make the <br />decision. We can lead from the background while letting this go forward so the money <br />will be there. If the Roundtables and CWCB have difficulty coming to agree ment on a <br />scope of work, then perhaps there’s a role for the IBCC in helping to bridge differences <br />and enabling Roundtables to reach mutually acceptable agreements. <br /> <br />? <br /> Wayne Vandershuere : Waiting a year for the study is not in the best interests of the State , <br />and whether “IBCC” is in the language or not, we can support the process from the <br />background. <br /> <br />? <br /> Harris Sherman : I don’t think we have to be too formalistic, and once the study is <br />authorized and the money appropriated, the CWCB can work with the Roundtabl es and <br />the IBCC. <br /> <br />? <br /> Rod Kuharich : When this issue was discussed by the CWCB Board, it seemed that they <br />included the IBCC when they talked about the Roundtable process, and there is certainly <br />a role for both groups to play. <br /> <br />? <br /> Eric Hecox : The bill as it stands would authorize the expenditure and ask CWCB to go to <br />Roundtables and get agreement on the scope of work. We’ll have time after the bill <br />passes to get agreements, and need to balance moving quickly with keeping Roundtables <br />comfortable that the grassroots nature of the process is being preserved. Having this item <br />in the bill, and not funded through another mechanism, sends a strong positive message. <br /> <br />? <br /> Bill Trampe : We should move the process forward and focus on good communication <br />between the CWCB and the R oundtables. <br /> <br />14 <br />
