<br />Agenda <br /> <br />? <br /> <br />Welcome, Introductions and Agenda Review <br />? <br /> <br />Background to the IBCC Process and Discussion <br />? <br /> <br />Identification of Issues and Interests of Importance to Basin Roundtables <br />? <br /> <br />Overview and Discussion of First Committee Task – Deve lopment of a Charter <br />? <br /> <br />Discussion of Proposed Focus for Next Meeting <br /> <br />Welcome, Introductions and Agenda Review <br /> <br />Russ G eorge (Director, Colorado Department of Natural Resources) opened the session at 1:00 <br />p.m. and introduced himself, Eric Hecox (Manager, Offi ce of Interbasin Compact Negotiations) <br />and Chris Moore and Diane Tate (Facilitators from CDR Associates). After reviewing the <br />agenda, members of the committee introduced themselves and stated why they felt it valuable to <br />participate in the IBCC process. <br /> <br />Background to the IBCC Process <br /> <br />Russ George spoke about the origin of the legislation which created the IBCC and the basin <br />roundtables, and his hopes for the process. His general points were: <br /> <br />? <br /> <br />There is l imited water in Colorado, and increasing population pressures have put us in a <br />tight spot. <br />? <br /> <br />We need a different way of doing business , because past approaches aren’t working. <br />? <br /> <br />The IBCC and Basin Roundtables can help us fulfill our stewardship responsibilities to <br />future generations. <br />? <br /> <br />There is a n eed to have a ll people involved in the process – may take more time but it is <br />the best way to make decisions that stick. <br />? <br /> <br />There is no predetermined outcome – the State will provide resources and help, but the <br />decisions will be made by the roundtables and members of th e IBCC. <br /> <br />Identification of Issues and Interests of Importance to Basin Roundtables <br /> <br />Chris Moore and Diane Tate asked the committee to consider and brainstorm a list of responses <br />to two questions related to the future focus and role of the IBCC. The ques tions and member <br />responses by category are listed below. <br /> <br />Question: What do you believe are the key issues or topics that the IBCC should focus on and <br />discuss? <br /> <br />IBCC’s Goals, Roles and Responsibilities: <br />? <br /> <br />What is the goal of the IBCC? <br />? <br /> <br />How can we change/impro ve the process for identifying, investigating, and approving <br />solutions to water problems? <br /> <br />
