D R A F T <br />? <br /> <br />Assisting basin roundtables, as invited, in promoting coordination between basins, and <br />overcoming barriers to reaching agreements ; and <br />? <br /> <br />Review ing , as mandated by l egislation, and make recommendations on how to improve, <br />and approve/endorse agreement s . <br /> <br />At the conclusion of the discussion, the group approved the following revisions to the draft <br />charter Section IV – Roles of the Committee : <br /> <br />? <br /> <br />Serve as a forum to develop and disseminate information, create a positive environment <br />for a statewide perspective, and develop a vision for statewide water negotiations; <br />? <br /> <br />Assist in finding resources to enable roundtables to develop basin - wide visions; <br />? <br /> <br />Coordinate a common technical platform upon which n egotiations can be based; <br />? <br /> <br />Facilitate the process of interbasin compact negotiations by providing a framework that <br />creates incentives for successful deliberations, agreements, and their implementation ; and <br />? <br /> <br />All other roles and functions of the IBCC identified in legislation will be undertaken by <br />the committee. <br /> <br />Negotiating Parties – Section V: Use of the Negotiation Charter <br /> <br />The draft charter provided options in this section to allow the group to define the proposed <br />parties to negotiatio n within the IBCC framework. By wide agreement, the group specified basin <br />roundtables as the parties to negotiations that should be referenced in the document . <br /> <br />Decision Making – Section VI: Negotiation Framework <br /> <br />Initial discussion under this section foc used on the intended subject of these decision making <br />guidelines, with the group coming to broad agreement that the decision rules should apply just to <br />the IBCC, as roundtables should and have ma de decisions regarding how they will operate <br />internally and i n any negotiations they choose to undertake with other basin roundtables. <br /> <br />Regarding the first paragraph, the group reached agreement that it provides a list of collaborative <br />process options the IBCC can suggest to basin roundtables, as a part of the IB CC role in <br />facilitating interbasin negotiations. Roundtables may draw from this list, or choose to use <br />another process entirely. Suggested text changes resulted in a streamlined paragraph, shown <br />below: <br /> <br />The IBCC , in helping Basins reach agreements, will encourage the use of a collaborative <br />decision making process. Collaborative decision making processes may include but are not <br /> <br />limited to: <br /> <br />a. Unassisted cooperative problem solving and/or negotiation <br /> <br />b. Assisted cooperative problem solving and/or negotiation by f acilitation and/or <br />mediation <br /> <br />c. Adaptive management <br /> <br />d. Any other procedures on which basins can mutually agree <br /> <br /> 6 <br />
