<br />Eric recalled earlier discussions between IBCC members about the idea of creating a common <br />technical platform, and voiced his opinion that the questions that need to be addressed to do this <br />are becoming more clear now that the substantive work of the ne eds assessments has begun. He <br />stated that a common technical platform could include standardizing assumptions made in <br />studies, establishing common planning horizons and determining a common technical record. <br />Eric expressed interest in making sure this pl atform is developed in an open fashion, and <br />explained that the DNR is proposing maintaining the statewide consumptive and non - <br />consumptive working groups as broad - based sounding boards and technical resources to help <br />with the common technical platform and n eeds assessment work. He then opened the floor for <br />questions. <br /> <br />Questions and comments: <br /> <br />Jeris Danielson: The Arkansas Basin has had problems figuring out h ow to take <br />advantage of the tech nical assistance that the consultant that has been hired can prov ide . <br />D o you have input on how we can get that together? Response (Eric Hecox): Look <br />t h r ough lists from other Roundtable s to get an idea of what can be done. I f you can <br />already describe the studies you want to do, and they are at or below ten thousand do llars , <br />we can help get those studies done directly . If you need help defining exactly what <br />information you need to complete the needs assessment , we can do that to o and help your <br />Roundtable create a work plan, with the aim that you’ll apply for money from other <br />sources to go out and execute that plan. <br /> <br />Dan McAuliffe: All of you (members of the IBCC) bring a level of expertise to the table <br />that every person on the basin Roundtable s may not possess. Because of this expertise, <br />you can guide the Roundtables i n putting needs assessments toge ther that can be <br />accomplished, and help them communicate with us so w e can help you where you want <br />the help . <br /> <br />Carl T rick : I’d like to reinforce the things that Ray and Marc mentioned earlier. My <br />basin doesn’t have suppor t like other basins do, and we could sure use technical help <br />putting together applications for the 179 money, especially because there are many small <br />entities in our basin that may want to write an application but don’t know how to go <br />about doing so . Even small monetary assistance to pay a secretary to take notes at our <br />meeting s would be useful . All of this now falls on the shoulders of someone that is a <br />volunteer. I w ant to reinforce that the Roundtable s can use help. The North Platte is one <br />of the few Roundtables that didn’t apply for statewide money, because its members didn’t <br />feel that they wanted to jump into it. Any support we can give to the Roundtable s as a <br />statewide committee would be appreciated. We’d rather have a secretary than cookies <br />and drinks at the meetings. <br /> <br />Harris Sherman – E ric, it would be good for all of us to understand from the needs <br />assessment what budg etary resources are available for these types of assistance. <br /> <br /> 8 <br />
