Welcome, Introductions and Agenda Review

Harris Sherman opened the m eeting and made brief remarks, which are summarized below.
After Director Sherman’s remarks, Chris Moore reviewed the agenda with participants.

Harris Sherman: Let me make a couple of preliminary comments about what I’ve been
doing for the last few months. When we met in February, I asked you for your thoughts
about the IBCC process. Since that time I’ ve been dealing with a myriad of water and
non - water natural resource issues in Colorado. I have also had time to do further
homework on the IBCC process, and its relationship to state programs, the Division of
Water Resources, and the Colorado Water Cons ervation Board (CWCB). As a part of
this process, I have had the chance to talk with some of you around this table. I attended
the CWCB meeting last month in Cañon City, and the Board took significant action on
the water supply grants that came before th em. I met with just about every municipal and
industrial supplier on the Front R ange, agricultural interests, environmental and
recreation communities, and just about every o ther use o f water. I appreciate everyone’s
assistance in helping me get up to sp eed. W e’ve set up a very unusual process that is a
reflection of who we are as Colorado . We’re in uncharted territory , and there is some
risk involved in heading down an unknown path, but I think that the risk is worth it. The
a dministration is committe d to the process, to making this work. We n eed to give it
every chance to succeed, and roll up our sleeves and make this happen. Let me say that
today’s an important day; we have an opportunity to focus in on what we do as the IBCC.
We n eed to give cla r ity to our purpose and mission, and work cons tructively with the
Roundtable s. I’m not suggesting a top down approach – we need to have constructive
blending of our directions. I appreciate everyone taking the time to attend these
meetings.

Public Ed ucation, Participation and Outreach Working Group Report

Rita Crumpton reviewed the three - part mandate to the Public Education, Participation and
Outreach Working Group contained in the IBCC Charter: 1) Increase awareness of the IBCC
process; 2) E ncourage people to become inv olved in water issues through their roundtable ; and
3) Provide a mechanism for public input and feedback. Rita reported that the working group,
which met prior to the IBCC meeting, is moving forward with their website, which they hope to
have up and running by early summer. Each Roundtable will have a page on the website, and the
working group asked for each one to appoint one person as an educational liaison. Working
group members a lso discussed putting together a calendar of wa ter events all over the state. The
Colorado Foundation for Water Education would maintain the calendar , and will receive
additions to the calendar from the public. Jeff Crane, from the Colorado Water Assembly, joined
the working group meeting and shared idea s on reaching out to other water groups to increase
involvement. Rita additionally reported that the CSU extension service is doing active outreach
through their agents, who have been attending the Roundtable meetings. The State is funding
efforts by the agents t o create fact sheets and a downloadable powerpoint presentation that can
be used by community organizations doing programs on water. To complement that effort, the
extension service proposes host ing public me etings around the state, and will work with
Roundtable s.
2
