R E V I S E D D R A F T – March 6, 2006 <br />Participa tion by non - members of the IBCC will be at the discretion of the Director of <br />Compact Negotiations. IBCC will include a period for public comment. <br /> <br /> <br />Section V <br />Attendance <br /> <br /> <br />Participation in and effective decision making requires consistent attendance by IBC C <br />Members. IBCC Members commit to attend as many meetings as possible. <br /> <br />Participation by telephone shall not be allowed at regular meetings except in the case of <br />an emergency or approval by the Director of Compact Negotiations. Participation means <br />liste ning only, but not being involved in discussions. However, members attending by <br />telephone can be involved in making decisions. Participation by telephone shall be <br /> <br />allowed at specially called meetings. <br /> <br />In the event that a IBCC Member is absent from a mee ting, other members will not be <br />obligated to use time dedicated for problem solving sessions to backtrack and <br />accommodate those who have not attended the prior meeting(s). Decisions made at prior <br />session will not be reopened to accommodate concerns of mem bers who were absent <br />from these meetings unless agreed upon by the IBCC as a whole. <br /> <br />[If an IBCC basin roundtable representative cannot attend a meeting of the IBCC, <br />they may give their proxy to the other IBCC representative from their basin <br />roundtable. (d efer decision on this issue until decision making process is finalized)] <br /> <br />[Alternates may serve at the pleasure of individual roundtables. Individual <br />members of the IBCC who are not appointed by roundtables but by public officials <br />or bodies, may …] <br /> <br /> <br />Sect ion VI <br />Communications with the Media <br /> <br /> <br />Work sessions of the IBCC will be open to the public, including the media. The <br />consensus process is a solution - oriented, problem solving approach, not a platform for <br />lobbying the public through the media. The deliberat ions of the IBCC should not be used <br />as opportunities for individual members to posture in order to gain the attention of the <br />media. <br /> <br />If the IBCC as a whole decides that there is a need for the Group to communicate <br />formally with the press, IBCC members will designate a spokesperson(s) and/or draft a <br />statement. Stakeholders can refer members of the press to the Colorado Department of <br />Natural Resources for questions about the process. <br /> <br />In communicating with the media and the general public, a clear distinction should be <br />made between preliminary information, concept papers, or proposals under consideration <br /> Page 4 of 5 <br />
