STATE OF COLORADO
OFFICE OF INTERBASIN COMPACT NEGOTIATIONS
Russell George
Director

Eric Hecox
Manager
February 3, 2006

Dear Interbasin Compact Committee Members :

I would like to express my gratitude for your willingness to serve as an integral part of
this historic process. We simply would not be this far alo ng without the tireless efforts of
the many citizen volunteers who have lent their time, talent , and effort to this process.

That said, much work lies ahead. Together we have an opportunity to shape the water
discussion in Colorado for generations to com e. As a member of the statewide Interbasin
Compact Committee, you have a unique opportunity to act as representative and
statesman. Success will come from your understanding of the opportunities and
challenges in your area, while being equally mindful of statewide issues . It is my hope
that you will use your skills and experience to help resolve many of the questions that
plague our cumulative water future.

The task before us is large and fraught with pitfalls. This need not worry us as we look to
find innovative solutions. Water management is complex and ever changing, but this
process allows us to address these complexities and changing conditions together as one
state. We are all Coloradans, and I am certain that through this process we will learn that
we have more in common than separates us.

This historic effort can lead us in a new direction aimed at resolving contentious issues
while respecting the historic nature of Colorado ’s system of allocating water. Thank you
for your commitment to serve your fellow Coloradans. I look forward to working with
you.

Sincerely,

Russell George
Director of Compact Negotiations

1313 Sherman Street, Room 718
Denver, CO 80203
(303) 866 - 3 311
