STATE OF COLORADO <br />OFFICE OF INTERBASIN COMPACT NE GOTIATIONS <br />Russell George <br />Director <br /> <br />Eric Hecox <br />Manager <br />April 6, 2006 <br /> <br /> <br />The Honorable Joan Fitzgerald The Honorable Andrew Romanoff <br />President, Colorado State Senate Speaker of the House, Colorado State House of Representatives <br />State Capitol Building State Capitol B uilding <br />Denver, Colorado 80203 Denver, Colorado 80203 <br /> <br />Dear President Fitzgerald and Speaker Romanoff: <br /> <br />It is my pleasure and honor to refer the Interbasin Compact Committee Charter for the Legislature’s <br />consideration and approval as required by C.R.S. 37 - 75 - 105(2). <br /> <br />Members of the Interbasin Compact Committee (IBCC), including your colleagues, Senator Jim Isgar and <br />Representative Kathleen Curry, have spent the last three months negotiating the Charter. On April 5, <br />2006, the IBCC members approved thei r Charter and asked me to submit it to the Legislature on their <br />behalf. <br /> <br />Members of the IBCC have demonstrated tremendous leadership in representing their interests, while <br />being equally mindful of the statewide implications of their decision. They have been supported and <br />encouraged by nearly 300 citizens across the state comprising the nine separate basin roundtables. It is <br />my hope that the work of the Interbasin Compact Committee will be recognized and commended as an <br />important historic endeavor. <br /> <br />It i s the hope and expectation that this Charter will be considered and approved this year before sine - die <br />in May. <br /> <br />I understand that a process is in place to advance the Charter in Legislature and to accommodate the <br />necessary appropriation to continue the goo d work of the Interbasin Compact Committee and associated <br />roundtables.
